I am directed by the Comptroller and Auditor General

to acknowledge the receipt of your letter No: 16957 of the 12th instant, enclosing a copy of a despatch from the Governor of Hong Kong relating to the method in which Railway Expenditure

should be shown in the Annual Account of the Receipts and Ex-

penditure of the Colony.

2. In reply, I am to acquaint you, for the information

of the Earl of Crewe, that, as was indicated in paragraph b of

his Report on the Annual Account of Hong Kong for 1907, which

was transmitted to you in the letter from this Department, No:

471, of the 23rd April last, the Comptroller and Auditor General

is of opinion that some alteration in the manner in which the expenditure on the construction of the Canton-Kowloon Railway is at present included in the accounts of the Treasurer of Hong

Kong is desirable. He considers, however, that the proposal put forward by the Governor, in his despatch of the 19th April,

does not entirely meet the case for the reason that it contem-

plates that only such portion of the total annual expenditure

as is met out of available balances on the general account of

the Colony, until such time as the necessary funds accrue on the

Loan Account, shall be exhibited in the accounts as the expendi-

ture on the Railway.

In the opinion of the Comptroller and Auditor General the

total amount of the ascertained final expenditure on Railway con-

struction, whether it has been met from Loan funds or whether

it has been provided temporarily from other sources, should be

clearly shown in the monthly and annual accounts, such amount
